The Open Enrollment Act provides students enrolled in one of the one thousand Open Enrollment Act schools the option to enroll in a school within the same district or any other district, provided the school to which they are applying has a higher Academic Performance Index (API) score than the pupil’s school of residence.
Open Enrollment Act transfer forms are available from the student’s home school district. For Redlands Unified School District students, forms are available at the Enrollment Center located at 7 West Delaware Avenue, Redlands, CA 92374 between the hours of 7:30 am and 4:00 pm, Monday through Friday.
Open Enrollment Act Application Period:
February 1st to February 28Th
Open Enrollment Act Transfers Received February 1 – February 28:
Within 60 days of receiving an application, you will be notified in writing whether the application has been approved or denied. If requests for a particular school and grade exceed the number of spaces available, the law requires that a lottery be held to select these applications at random.
Open Enrollment Act Transfers Received After February 28:
If you have missed the Open Enrollment Act transfer deadline, you will need to submit an intradistrict transfer or an interdistrict application permit for consideration.
Approved Open Enrollment Act Transfers:
New students who are granted approval will need to enroll as soon as possible at our Enrollment Center, located at 7 West Delaware, Redlands, CA 92374 between the hours of 7:30 am and 3:30 pm.
Note: If your school/resident school district is granted a waiver through the California Department of Education to be removed from the one thousand Open Enrollment Act schools list, your Open Enrollment Act transfer will be canceled. All Open Enrollment Act transfers from these schools will be null and void. If you would still like to have your student attend a Redlands Unified School District school, you will need to apply for an intradistrict transfer or an interdistrict application permit.

Note: RUSD has submitted a waiver to the State Board of Education to exclude Lugonia and Victoria Elementary Schools from the one thousand low performing schools list. If approved, all Open Enrollment Act applications from these schools will be null and void. Parents of these students may submit transfer requests through the normal intradistrict transfer process.
